wheel mouse questions

I've just upgraded to Windows XP Pro and since then my
mouse is slower (It is set as fast as it can go)and it
does not allow me to just go to a window and use the
scrool wheel, I now have to click in the window first.
Both of these features were usable in my old Windows 2000
pro.
Any help?

Is it posible to remove whatever it is that gives the wheel "clicks"? eg to
get smoooooth scrolling?
