Game controller icon in Windows XP control panel won't work

When I double click on the game controller icon in Windows XP control panel,
it won't work. Sometimes nothing happens, sometimes it gives me an
Application Error message : "The instruction at "0x7c9111de" referenced
memory at "0x00000000". The memory could not be "read".".

In MS Flight Simulator 2004, when I try to calibrate my joystick, Flight
Simulator just shuts down.

I have tried SFC, but it won't replace the file ctl3d32.dll. I can't use
System Restore because I don't have restore point far enough back to fix the
problems.

Any ideas?
