setting microphone on as default setting

when I select the microphone on to create wav files, the
setting is deselected when I shut down.
The system is not allowing me to apply the change. How
can I apply that change on my personal laptop? I am not
connected to any network.

As far as I know, this is normal. Configure Volume Controls to show the
Advanced interface (Options> Advanced Controls). Add a shortcut to
Volume Controls in Quick Launch or to your startup folder. That way you
can quickly access volume controls after Windows loads and re-enable the
microphone.
