Device manager reports drive 0 as a 40gig drive
Device manager reports drive 1 as a 30 gig drive.
That is correct as far as the master/slave cable is connected.

In Windows Explorer drive c: is reported as a 30 gig drive and
drive d: reported as a 40 gig drive.
This is just the reverse as to how they were installed, and WinXP installed
on drive c:

How do I get out of this mess?

Go into the BIOS and see what drive the BIOS is booting.

Where both drives attached at the time XP was installed?
