The author of the page did not properly write his/her HTML,
CSS or PHP code properly and they are forcing display for
one screen resolution and browser type (my most likely
guess). If this is correct, check the website for
recommended screen resolution, probably in the form of "best
viewed with IE 5 at 1024x768" or some such. Try a larger
screen resolution.

Might be your DPI setting. Go to display Properties. (right click an empty
spot on the desktop and choose properties or open "Display" in control
panel) Click on the settings tab at the top and then advanced. Is your DPI
set to "Large size 120?" if so try setting it to Normal size (96) and
reboot. See if that alleviates the problem.
If you find that it does (fix the problem) but your onscreen objects are now
uncomfortably small you can try going to the "appearance" tab in display
properties and choosing "Large" or "Extra large" fonts.
If that proves unsatisfactory your other two options are to play around with
a custom DPI setting until you find one large enough to be visually
appealing yet small enough to eliminate the "scrunched" text problem or just
learn to live with it. I had the same problem on a WUXGA laptop screen and
find that 96 DPI with Extra Large Fonts works well for me.
