Preset the "Files of Type" in Notepad Open file dialog?

I'm currently learning HTML and XHTML. I use notepad
for coding some simple web pages.

Everytime I open the File dialog (Ctrl+O), the
"Files of type" option is set to Text documents (*.txt),
I would like this to default to "All Files", how to
set it? Thanks for replying.
