I solved it, but think it was a combination of things:
1. Turn off System Restore. If the cause is in there,
you keep getting it.
2. Defrag, anti-virus, anti-spam; I used 2 different
anti-virus and anti-spam checkers. Make sure they check
hidden files and the system restore area.
3. Check the programs that are running. Stop any that
look suspicious or you can't find out what they do. A
google search will usually find someone that has figured
out most any file. I found Memorymeter in mine, even
though no memory meter file could be located anywhere and
the spyware programs didn't find it.
4. Finally, I downloaded and made some adjustments using
TweakUI for XP.
5. Took 2 reboots and it works. The first reboot
produced the toolbar program buttons, but two of them - 1
at each end of the area on the bar. The second and
subsequent have worked normally.
