EVENT_TCPIP_TCP_CONNECT_LIMIT_REACHED

my computer shuts off for no reason at all but it doesnt shut all the way
down. To get it to come back on i have to hold the power button for 5 sec let
it shut all the way down then push it again. i look up the event viewer and
recieved this message EVENT_TCPIP_TCP_CONNECT_LIMIT_REACHED. I dont know what
this mean or if it causing my computer the shut off. the light on the power
button stays on but the fans and montor shut off.
