java not working for one use on XP system

I have two users set up on my XP one user can view video ( on youtube) the
other gets 'Hello, you either have JavaScript turned off or an old version of
Macromedia's Flash Player"
Both users have administrator rights.

As was explained to me JavaScript is not Java you need to turn on javascript
under IE/tools/internet options/security/custom level
You will also need to go to the Flash website and find the
uninstaller.......run it to uninstall Flash and then download and install
the newer version.
