wiped my hard disk (W98) and installed XP Home Ed.
Had previously copied my Outlook Express 6 mail files and
address book onto Zip disk.
How can I now import or copy these files into Outlook
Express please?

Simply overwrite the data on the HDD. You can find the place where OE
stores the mail database in Tools > Options > Maintenance > Store
Folder. Close OE and overwrite the data in that folder with the files
from your backup.
For the Address Book: check the Properties of the Address Book
shortcut in the Start Menu to find the location of the file and
overwrite it as well.
You may want to backup the original data before you start in both
cases.

This WILL NOT WORK. The OP needs to copy the files onto the HDD and in
OE do an import.

You dumb ****! While you stomp your feet and shout that, "IT WON'T =
WORK!", you're wrong, and you're a pillock! One can too import the =
address book from disk, and copy the mail files right into the folder =
where they are stored under his account without having to do an import.
