My shortcut icons on my display seem to be stuck in the
upper left-hand corner. Adding new shortcuts places them
in line under the list, but I can't move them to another
location. Any advice?

Right click a blank space on the desktop, select "Arrange icons by" and
remove the check from AutoArrange.
