XP Themes

My Themes tab in display properties are missing (my
login), meaning I can't choose a theme.
XP Start Menu option not available in Taskbar and Start
Menu Properties.
Login with Adminstrator ID however, theme tab are
available as is XP start menu option.
How do I enable it for my login profile?
