Can I use Movie Maker to save a video in a format, m4v, that can be used on a
ipod? If not, does anyone know of a free conversion program that will convert
the wmv format to an m4v?

No it can't. Apparently Imtoo can:

Windows Movie Maker can save in only a couple of formats, WMV and DV-AVI.
