Piggyback question:

These groups do not show up for me when I look for them in OE.
What's going on?

Do you subscribe to msnews.microsoft.com? If not, then add it as a news
server.

I do use msnews.microsoft.com. I thought I would have to delete and
reinstall it as a news server and find all my groups again. Then I got
lucky. I right-clicked on msnews.microsoft.com and found "Reset List". That
did the job for me. I don't know how my list got out of sync, but it's fixed
now.

In OE go to Tools-Options-General and make sure "Notify me of new
newsgroups" is checked...

That's checked and, AFAIK, always has been. Still got out of sync somehow.

Prepend each of those links with news://msnews.microsoft.com/ (e.g.,
news://msnews.microsoft.com/microsoft.public.windows.vista.general).
