need to allow workstations to do following features from their local pc.

1. Workstation, which are member of win 2003 server active directory need to
share their local folder. Can they? If they can then how it is possible cause
I didn’t find any policy regarding like as this on win 2003 server active
directory group policy.
2. Workstation, which are member of win 2003 server active directory need to
format external hard drive or pen drive. Can they? If they can then how it is
possible cause I didn’t find any policy regarding like as this on win 2003
server active directory group policy.
3. Workstation, which are member of win 2003 server active directory need to
install fonts. Can they? If they can then how it is possible? Cause I didn’t
find any policy regarding like as this on win 2003 server active directory
group policy.

Please help me to resolve this problem. I would like to thanks in advance
