Add and remove programs

I am unable to access add and remove programs it says see your admin. I am
the admin. what setting on my computer will allow me to change this so that
I will have access to add and remove programs? it tells me I am not
authorized.

this is easy dont worry step by step

1 - from run write mmc
2 - will appear console window
3 - choose from file menu add/remove snap in
4- new window appear at the bottom choose (add )
5- new window choose from it ( group policy object editor )
6- click add then finish then close then ok
7 - extend ( local computer policy )
8- click user configuration then (administrative templates )
9-from it choose control panel from it choose ( add or remove
programs )
10- double click on (remove add or remove programs)
11-choose ( not configured ) then ok
