What is odd is every computer in this department is a Dell
Optiplex GX260, all using the same OS? some of them have
this feature and others do not? It's not a big deal, but
I am curious?

The screen you see when you press "Support Information" is an
image of the text file \windows\system32\oeminfo.ini.

Some vendors supply this file with their own text, others may
not. You can also create or modify it yourself (I have; mine has
my name on it). The system administrator in your company may have
put this on some machines and not others.

Every Dell install I have ever seen is randomly, slightly, different
than every other install, even on the same order with the same hardware.

The Express Code should also be available from a Dell applet found in
Start Menu, All Programs.
