Have you tried Start\Control Panel.
If in Classic View scroll down to fine Wireless Network Setup Wizard.
If in Category View click Network and Internet connection, then at the
bottom of the page you will see Wireless Network Setup Wizard. Click it and
the wizard should open for you.

Hope this is what you are looking for.

If you want to create a shortcut to the Wireless Network Setup
Wizard all you have to do is go to Control Panel, right click
on the icon, and select Create Shortcut from the menu. This
will place the shortcut on your desktop. You can now move it
anywhere you want.

If you're looking to create your own shortcut, use the
following as the target.

"C:\WINDOWS\system32\rundll32.exe"
wzcdlg.dll,FlashConfigCreateNetwork

Good luck

The Wireless Network Setup Wizard is not launched by a .cpl
file. If you want to start the wizard from the Run box enter
the following next to Open. It's all one command.

"C:\WINDOWS\system32\rundll32.exe"
wzcdlg.dll,FlashConfigCreateNetwork

Note: There's a space between rundll32.exe" and wzcdlg.dll.

Good luck
