Convert video from 4:3 to 16:9 aspect ratio

I have a 12-minute video clip that was shot in 4:3 aspect ratio. I'm editing
in Movie Maker and need to make it 16:9 aspect to go with the other 90
minutes of video that were shot.

Either that, or find a way to mix axpect ratios in Movie Maker.

Any tips?
