Trying to send a file accross from messenger (over XP) and getting this
error on the client home computer...

"We could not send this file because the connection is blocked. Please
contact your network administrator or Internet service provider; they may be
able to enable file transfers"

I have recently perchased Norton Personal Firewall 2003 (installed on the
host only)... and I don't have the XP's (ICF) firewall checked, therefore
unsure how to add the port needed for this file throughput over messenger?

File sharing on Windows Messenger is done on ports 6891 to 6900. You'll need
to open these on your firewall if you want to share files.
