Can i use my client tool with windows live ?

I'll avoid usage of many different tools and/or connections.

What i need is incoming and outgoing
server names and port numbers. Something like:

pop.mail.windows.live.com 110
smtp.mail.windows.live.com 587

Could you be more descriptive of what you are asking?
What do you mean by "client tool"?

As far as I know, live.com doesn't currently have POP access,
although I remember seeing a blog saying that feature was in
the works within the next 12 months.

As already mentioned by Gary, this recently has been added so you can use any client you wish
with Hotmail. However, it is only available for Hotmail Plus users for the moment. You can

What does a browser have to do with the POP/SMTP servers you first
asked about?
