error message popping up

When i use windows, an error message pops up every 30
seconds that says "Windows socket error: only one use of
socket address is permitted on each API bind"
what does this mean and how can i stop it?

This may be a virus. First thing you need to do is run a virus scan on your
system with antivirus sofrware with the latest virus definitions.
