HELP & SUPPORT not launching

When I click on the HELP & SUPPORT icon in the START menu
it does not launch. I also tried the HELP button on the
toolbar in MY COMPUTER.

Any suggestions on how I can fix?

Try this. Note the space before the -

Go to Start/Run and type in: helpctr -regserver
