If you want to do it the old-fashioned way, open the registry editor (Start Run REGEDIT ) and
navigate to HKEY_USERS\.DEFAULT\Control Panel\Desktop and double click on 'wallpaper' on the right
pane and enter the full path to the wallpaper of your choice.

Hi,

I have no idea why it does not work. You may use TweakUI to change the welcome screen wallpaper. Under TweakUI, navigate to Logon Settings and put a check next to wallpaper. The current wallpaper would be used at the welcome screen.
