Can't seem to pin settings to taskbar, can pin it to start OK but

Any hints?

I pin mine to the task bar and it works OK.
Here's how
Loading settings normally
Now right click on its icon in the task bar
Choose pin to task bar

Your Windows 10 must be different from mine.
Did you click on the gear in the start menu then when it is loaded
giving you a choice between all the different settings icons (I have 13
icons there)
Then in the task bar at the bottom do a right click of the Gear you
should see 3 options

1) Settings
2) Pin to Taskbar
3) Close window
