Updating IM contact list with login script
You could write a WSH script to retrieve the list of IM enabled users from
Active Directory and put them into the registry. As you already figured out Exchange IM contacts are stored in clear text (as opposed to the MSN Messenger local contact cache which holds binary data) and you should be able to read/write to this path using WSH.
