Give their program the Product Key (license) for your Windows 7
and then download the matching Windows 7 ISO.

Give their program the Product Key (license) for your Windows 7
and then download the matching Windows 7 ISO.

If you don't have the license key (OEM keys don't work),
you can use the heidoc URL generator. It will create
a microsoft.com URL for the 2.5GB or 3.5GB ISO9660 DVD
file.

The "Windows ISO Downloader.exe" doesn't actually download
anything. It makes a URL that points at the file to be
downloaded. A button allows the URL to be placed in the
Windows copy buffer. Then, the URL can be pasted into
the browser bar, and the download begins.

running from CD/DVD/iso to inject any bootloader (e.g.including
any other than Microsoft's) capable to start w7-32-bit on a disk
without BCD?

I'm not sure if this will help but the free version (home use) XXCLONE
has a utility that can make a non-bootable cloned hard drive bootable in
the "Cool Tools" tab. Don't tell it to actually clone anything just act
like you are going to clone the real drive and then use just the "Cool
Tools" to make the virtual copy bootable.

You might need to pick a bootable W7 drive and tell it to make the
"clone" (your virtual copy) bootable.

Not sure if it will work if you choose say a W8 or W10 as the source and
then tell it to make your W7 virtual drive bootable but it might be
worth a try if nothing else turns up.

The program itself is not an ISO file but a install program that runs on
a host machine.

With a look see at the "Cool Tools" documentation (somewhat limited on
info) at: http://www.xxclone.com/ixcman40.htm

Make sure you download the program from the host web site as they add a
no-install-after code in the installer which is only good for a limited
time. Usually on 3rd party download sites like CNET, MajorGeeks, or
FILEHIPPO the installer program has already expired (at least on the
free version).

Another alternative that I have not tried is WinISO.

Startup Repair can fix certain kinds of damage.
That's about the closest thing I know of to "inject"
anything reasonably close to winload.exe or winload.efi.

Startup Repair can rebuild a damaged BCD.

And the mechanical equivalent of Startup Repair can
be executed from Command Prompt from a booted installer

When doing this sort of work, make sure you did a
*complete* backup of the affected hard drive. If
you screw it up, you can restore from backup. I
intentionally keep the contents of my C: drive
small, so that it is easy to backup (takes 10 minutes).

There are two web forums that handle the intricacies
of how OSes boot, and the experts there can tell
you whether any "surgery" is possible, in the way
you describe. Since I've never managed to get
any of their recipes to work, I'll leave that
sort of experiment to you.

And it is all too easy to completely destroy
your OS partition. I succeeded doing that to my
Windows 7 install. I happened to use Linux, to
look inside System Volume Information. I attempted
to read (not write) some shadow files. On next reboot,
Startup Repair was automatically triggered. After three
reboot attempts (Startup Repair runs up to three
times), the partition was no closer to being repaired.
The partition could no longer be mounted from Linux.
It was, essentially, completely ruined. And all too
easily ruined too. It's a good thing my latest
backup was only two hours old. So the event had
a happy ending. It was purely coincidence that I'd
done a backup two hours earlier, not actual good
planning as such... I have not managed to ruin
Win8.1 or Win10 yet, but I'm trying.
