Create Shortcut
 

This is Xp Pro stand alone. Whenever I click on an application , an
executible, I am prompted to 'create a shortcut'. The applications do
not launch unless I go into the folder and click on the executible
(for example ; CMD.EXE) If I right click on any application icon to
view my options the list is 'Create Shortucut, Delete. No other pieces
of information. No Open. How do I fix this strange OS behavior. Thanks
