accessing programs from another user account

I installed 4 programs under my original user name
account that I would like to change to another user
account. How do I do that without uninstalling the
programs and installing them again. These are programs I
use for business, and I don't want to lose data by
removing the programs. Under the new user account, I
cannot access these programs let alone have the icons on
the desktop for easier access.

There is no need for to uninstall the software. Reinstall on top of
the existing files.
