Those Obnoxious Lower Right Hand Corner Popups
 
How do I get rid of them? I probably screwed myself by allowing
certain websites to send me notifications. Is there some file where I
can block all those coming from certain websites? TIA.

Tools, Options, Privacy & Security, Permissions, Notifications, Settings

Then remove any or all sites that you've allowed ...

Next down the line of ameliorations, some of those software "update
notifications" can't be turned off, AFAICR, so, looking in my hosts file
using "Start Run hosts", I see I've added, for example:

Start Run hosts OK
127.0.0.1 www.fotosketcher.com fotosketcher.com # fotosketcher
127.0.0.1 digitalvolcano.co.uk 162.253.33.144 # duplicate cleaner

NOTE: For "Start Run hosts" to work, add this key:
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\hosts.exe
Default = c:\windows\system32\drivers\etc\hosts
