Deleting duplicate programs in Administrator and user account

I have two accounts (Administrator and User accounts) which have almost the same programs. I read that one should only have programs in the User account and use the Administrator account to oversee or change things. I want to only have one account (User) with my programs and one Account that only will be used for Administrator duties. So far I have been switching back and forth which sometimes leaves me in a state of confusion as to what account I made a change to.

So I would like to use the User Account as the primary account only. How do I do this?

Unless you have done something strange, the programs you have
installed are common to all users and reside in folders in C:\Program
Files. What is potentially unique to users is what appears on the
desktop. These icons are not the programs themselves but shortcuts to
the appropriate exe file in the above folder for that program.

There is a folder named Desktop in each user folder in C:\Documents
and Settings. There is also a Desktop folder in the "special" user
named All Users.

Any shortcuts that appear in All Users\Desktop will appear on every
users desktop. To "fix it" so that a program appears only on User's
desktop, you can move the shortcut (I use drag and drop) from All
Users\Desktop to User\Desktop. You need to do this from a user
account with administrator privileges.
