I can't sign in to this , it says I have to install the newer version, when I
try to install it, I get an error 2330. I have tried to uninstall the older
version and can't do that either. Can anyone help me?

Just had a similar problem. If you look at the previous posts quite a few
people have. I found kandinsky63's advice a few posts below helpful. I did
a thorough uninstall of the previois version and then was able to download
the new version without a problem and it's working! Try using the 'Windows
Uninstall Cleanup' facility.

to wipe off the old version from your PC and then a try a download.
