Selective start: Essential services for networking

Can you not just start in safe mode with networking and make note of the
services that are running and then use msconfig to design a selective start
with these services enabled? I have not tried...

I am running XP SP3 and have a ton of files in 'Documents and
Settings/Username/Local Settings /Temp".
Can I safely delete all this stuff?
