As admin it wont even open up. My outlook express works fine. As my other user on the computer IE works fine. Im going crazy! I have a cable connection. Help!

I have a cable modem, Win XP. As administrator my IE wont even open up, but my Outlook Express works fine to connect and everything. As my only other "user", IE opens fine. Why wont mine???
