Thanks very much for the reply. I will try this, but I am wary about not
starting a firewall, and it still seems that 5 mins is a long time for a
restart, even without loading any programs.

MS suggests BIOS upgrade

I have recently upgraded my bios on a couple of machines. Both of these had
floppy drives attached which helped. These guidelines assume you do, too.

This is not a full How-To, just my recollection...
