How to defrag hard drive for non-admins

I am trying figure to setup a process to defrag the local C: drive on a
computer in a domain enviroment. We are running Windows XP. I have tried to
setup a scheduled task but I am having problems...

Windows XP hangs at applying computer settings
At random computers in our domain will hang at applying computer setting and
just stay there. Both the mouse and keyboard are not locked up but it
appears that the OS is hung at applying computer...

Printer isn't working. IE gets error message as posted. Windows won't
update get sames message.

I've just rebooted after having to do a windows update ie putting back
Internet Explorer and just came back to error messages...

Just went to on to Internet Explorer and it wouldn't work! It kept taking me
on to AOL so I've just done a windows update and it is now installing IE7
(when I already had before taking it...

Update:-
CPU just back from the computer shop and they have fixed the problem (or
part of it) and discs can now be burned, played but the autoplay option does
not come up.
I did ask if I needed...

UPDATE:-
Have just taken this to a computer shop and they put in:-
OPTIARC DVD RW AD-7200A
but this hasn't fixed any of the problems above.
I am taking back the tower tomorrow for them to run...

Before installing Kaspersky Internet Security 2010 (updating from KIS2009) I
copied some files and information to disc using drive F and a cdrw disc and
everything worked...
