I found a solution that now works wonderful. It is a trick I learned a long
time ago about cleaning electronic switches and other parts.
I took the hood off the mouse and then squirted just a little...

and I also have checked my AV to make sure that it was not scanning my

Yes, but how do I do that?
I could easily put everything from D over onto the C hard drive. Then
move it back after the format.
But how do I format the D hard drive?

I have a computer that I installed a second hard drive on that was in another
of my computers.
I have XP pro sp3 I run Internet Explorer 6 (I tried 7 and 8 but had problems
with them so reverted...
