Computer Boots-up due to moving the mouse after shutdowm - Why ?

I installed new wireless mouse and keyboard, with wireless receiver that
plugs into a USB port.
During install Windows XP recognised the USB device and installed the
necessary driver etc - Keyboard...

Windows XP Computer Won't Switch off after Shutdown

Hi Airman,
Yes I did download and run UPHClean-Setup.msi a few weeks ago, but that,
like everything else I have tried has failed to cure the shutdown problem.

When shutting down my desk top computer in the normal way, it goes through
the normal process of 'Saving your settings' followed by 'Windows is
shutting down' and after a few seconds of disc...
