If it is continually rebooting he is probably unable to do as you
suggest below.
Right-click on My Computer (on your desktop) | Properties | Advanced |
Startup and recovery | Settings | System...

Windows XP Update problem help needed.
I even DLed a file named dotnetfx35setup.exe from one of MS sites
(Don't remember where I been to so many trying to fix this) and when
run it gave the options to remove or repair Microsoft .NET...
