Cannot see other PC on my LAN or set up printer.
Win XP Pro all updates in.
Other Win XP Pro laptops see other PCs.
Workgroup all the same = MEOW ! I checked.
This XP Pro PC workgroup is MEOW.
This laptop will not let me see other PCs or set up...

Close but no cigar. Thanks for the effort.
I have uncovered that it is Microsoft Essentials that has this tool for
XP. Windows Live Photo Gallery.
Now I want to find it.

Not paint.
it is not a drawing too but an image manipulation tool : crop, rotate,
contrast, brightness etc.
