Increasing download limit in IE

I seem to recall there is a default limit to download size that can be
changed in IE. Can anyone point me to it? I've looked through the Tools
Options and can't find it.

Office 2003 Outlook on Win 7

When I was on Win XP I used Outlook Express for e-mail and newsgroups. Now
Win 7 has Live Mail - a few steps backward IMHO. I have a copy of Office
