Internet Explorer opens in screen a fraction of potential size, i.e. it opens in a window about one third its actual size

When I open IE or a url link it opens with a desktop viewing area about one
third the size of my screen/desktop.
What can I do to correct this annoying problem?

Thanks for the link. It looks like I am not alone in this darkness.
One might think Microsoft would consider finally fixing this
