Type "reliability" (no quotes) in the search bar and look at that for some
clues. You can view by days or weeks (upper right) and when you click on a
column, details will be shown below.

Also, you said you re-installed the drivers. Try uninstalling the whole
package for that printer - not just the drivers and reinstall after shutting
down completely and then powering up.
I used Revo Uninstaller to allegedly remove everything, re-booted and
installed the driver file below from the HP web site then re-booted
again
PS_SF_03_D5400_NonNet_Full_Win_WW_140_404-4.exe
This printer is listed on HP's site as being Win10 compatible.

Nor did that.
Is this printer on the network, USB cable or wireless?
USB.
As I said in my OP it had worked previously, the only thing I can think
of is that I've upgraded to 1809.
Thanks for all who tried to help, I've taken some screen shots and the
next step is to contact HP although I doubt they'll be interested in
such an ancient printer.
When my ink supply is gone I might look for a replacement but they all
seem to be 3 in 1 these days which I don't want, I have a good scanner
and don't fax.
