If you can't change the personal settings, it could mean that your
windows
is not activated.

It's been activated for over 12 months, the Display Settings on the drop
down right click menu work perfectly.

Right click My Computer
Click properties
The activation status is on that page at the bottom.
MS had activation server issues last month that deactivated
some systems.
