Hello Tim,
If you are trying to change the default wallpaper for the logon screen,
launch the registry editor and navigate to:
HKEY_USERS\.DEFAULT\Control Panel\Desktop
Change the data of the 'Wallpaper' string to the fully qualified path of the
desired BMP.

default. I think maybe it's because Windows File Protection is stopping
