You are quite right.... Some installation (setup) program files are, in
fact, just "download/installer" programs, and *not* the whole "full"
install application.
Microsoft do this quite allot - when the file-size of the "full" installer
is over a certain amount, the common chosen method of distribution is for
them to use just the "downloader" version.
Two examples are;
1). Microsoft Dot.Net Framework Version 3.5
Setup
dotnetfx35setup.exe = Downloader / Installer = 3 MB (2.82mb)
dotnetfx35.exe = Full Redistributable = 200 MB (197mb)
2). AVG Free Edition 9.0 Setup
avg_free_stb_all_9_40_cnet.exe = Downloader / Installer = 870 KB
(0.85mb)
avg_free_stf_en_9_40.exe = Full Redistributable = 165 MB (165mb)
.....but this still is not the same as a web-page "auto-detecting" your
Operating System and downloading the appropriate version for the OS on the
current machine.
As I mentioned earlier, it's then a case of paying attention to look for
links to download software versions for other platforms (other OSes) other
than the one currently running.
Plus having to make sure you *are* downloading the "ful" installer if you
do have any issues with internet connection on the computer ultimately
destined for the downloaded software.

And don't some programs just download an installer, which when run
will then access the internet to download the actual program? I've
certainly noticed internet traffic when installing some programs or
updates, and some installers seem quite small considering the program
being installed.
It means of course that when you run the installer on the new portable
it won't work unless it has an active internet connection.
