Irfanview can do many quick edits & batch operations but it's not a "photo
editor" nor an "image editor" (they're considered different in key ways).

If I had to recommend just _one_ image editor (for what I do a lot, which
is editing screenshots with callouts, texts, and arrows), it would be
Paint.NET (even as I hate having to install .NET Framework for it).
