Default why does network activity block suspend mode?

My experience with this problem ended up with two possible causes.
The first was poorly written or obsolete drivers for the network chips.
The next was a setting in the network configuration involving the same
sort of settings used for the keyboard and mouse to wake up from standby.
Finally, such obscure things as the Laptop's OEM network related
"helper" apps can cause the problem.

The last time around with an HP laptop (Vista) (New in 2007) it turned
out to be the drivers for the network chips.
