XP SP3 is EoL. The OS is corrupt and you have a possibly failing hard disk.
This should be considered the impetus to replace the platform with a Win7
PC.

Thanks for your reply Dave. You're correct but we don't have a choice in this case. The users love a legacy app that doesn't yet work with Win 7 or later.
For other who find this thread by searching on the error string, I solved the problem by cleaning the DCOM+ catalog using these instructions:

Note that if you're using XP SP3 you don't need to reinstall MS04-012.
Restart the COM+ Event System service before you reinstall COM+ or the reinstallation will fail.
Restart the system. You can test the health of WMI by running msinfo32. It invokes WMI functions and will behave normally if WMI is correct.
