Default XP Pro SP3: networking unavailable, netsh broken showing "access denied"; DCOM broken?

From:

XP SP3 is EoL. The OS is corrupt and you have a possibly failing hard
disk.

This should be considered the impetus to replace the platform with a Win7
PC.

Thanks for your reply Dave. You're correct but we don't have a choice in
this case. The
users love a legacy app that doesn't yet work with Win 7 or later.

For other who find this thread by searching on the error string, I solved
the problem by
cleaning the DCOM+ catalog using these instructions:
http://support.microsoft.com/en-us/kb/315296

Note that if you're using XP SP3 you don't need to reinstall MS04-012.

Restart the COM+ Event System service before you reinstall COM+ or the
reinstallation will
fail.

Restart the system. You can test the health of WMI by running msinfo32. It
invokes WMI
functions and will behave normally if WMI is correct.

You have verified this and have used compatbility mode ?

My suggestion is ( IFF the application is OS dependent, etc ) is to either
replace the hard disk or to use the manufacturer's diagnostic and check the
hard disk out.

Then backup the computer. If this application won't work on a latter OS
and/or in compatibility mode then it possible that the software can easily
be copied and/or ported.

Reinstall WinXP on this platform from scratch. I also suggest imaging the
system once operational.
